I moved your question to the forum where your phone is discussed.

Anyone wanna help a fellow out?
Other than emailing/calling either Samsung or qualcomm which is unlikely they'd leak that info to me.
Maybe you guys heard rumors or saw an article.

Ok since I didn't get a definitive answer I did a little digging n found this. The Snapdragon 800 is the CPU you want in your next phone | Pocketnow Since the U.S.is getting snapdragon am I right to assume that the SoC and modem in the phone will allow me to switch to any carrier? Yes the fcc passed each carrier's version but with some software manipulation bring a vzw note3 to att? Read the whole article

Quoting directly from the article you linked to...

Quote:
Not every technology will be built-in to a single chipset. There will be several variants to enable each carrier’s flavor of data and network type.
...which says to me that a phone destined for carrier A (Verizon, for example) cannot be repurposed to work for carrier B (AT&T). This is further supported by the various FCC documents that others have linked to in other threads. Looking at it another way, if a Note 3 from Sprint is the exact same phone as one from T-Mobile (minus the bloat, of course), then why have two different FCC filings for it?

Shit... I hate telecommunications. Sprint has different spectrum than any of them. Theoretically one may bring a vzw phone to att if the radio was able to do both gsm n cdma. Not to mention they both run lte but in different bands thus a radio to switch between. Ik AT&T did a 180 recently about interoperability in the lower 700 mhz block so that would mean their handsets will both have band 12 & 17. I'm not asking for all systems but even then none of it will matter once they sunset gsm/cdma networks in favor of lte-a. The only real obstacle will be spectrum. If the fcc cleaned it up and improved their auctions it'd help. I want a phone that can handle just U.S. networks that can't be too much to ask. Can it??

One would think not, but it seems that as time progresses, (U.S.) carriers do all they can to limit or prohibit the end-user from taking a device to the competition. I remember back when I had my first cell phone (when "smart" phones were for business-folks and it was Palm or nothing), a friend had T-mobile and I had AT&T (called Cingular at the time). Because his phone was provided by both carriers, I was able to place my sim card in his phone, and have it work, but the opposite didn't work at all (probably because mine was an AT&T-exclusive low-end phone).

Unfortunately, the same system that gave us the choice in who provides us phone service is the same system that almost guarantees that the lack of interoperability will continue, if not worsen.
