Default Re-arranging App incons on the Apps pages?

I know one can re-arrange app and widgets on the home screens by just holding down a finger on the icon and waiting for the editing screen to engage...

but can one re-arrange app icons on the "Apps" pages? And if so, how?

side question... how does one DELETE an empty home screen?
