Default Screen Timeout Issue

Just recently I have been having a screen timeout issue. Every time I go into Settings, Display, screen timeout it says "after 10 minutes of inactivity". So I change it to 30 seconds because 10 mins is way to long, and the second I back out to the home screen the screen timeout changes right back to after 10 mins of inactivity? Has this happened to anyone else? I have a galaxy note running ics and I don't have a lock screen set right now, as in I touch the power button and i'm right into my screen, no locker. Was using Nova Launcher for a bit but uninstalled it and am having the same issue. If someone can help me that would be great because now every time i get a text, it wakes the phone up and if i'm not around to see it or hear it, the phone is on for 10 mins or until I notice it.

Check possible custom power saving settings.

If you can't get it fixed then try this app:


I use it to keep my screen on indefinitely but you can set it to whatever you prefer.
