Default Change drop down menu ICS

Hi guys

I can't seem to find a way to change the entire drop down menu on my Galaxy Note. I run Android 4.0.4.

Basically I want to personnalize all this (and not just add things in it, like a new notification bar. I want to replace it with another one):

Can you do that easily with an app or do you need to root your phone?

Personally, I'm just waiting for the Jelly Bean update as this will add lots more buttons and it will scroll horizontally.

Yes you will need to root your phone. But I am not sure you can then change the entire drop down menu on your Galaxy Note. I am sure though that you can't do it without rooting.
