Do you mean this:
Ringback tone - Wikipedia, the free encyclopedia
"A ringback tone is an audible indication that is heard on the telephone line by the caller while the phone they are calling is being rung."
If so it seems to be a carrier thing (Sprint in our case) rather than a Precedent issue. I can't think of a software solution.
Unless you mean something like this?
"Ring Back Data is an equivalent of popular Ring Back Tone Service in the data world. It's one of the first services based on Data during the Ring Back. A user can enjoy the service both while making a call and while receiving a call. Whenever one makes or receives a call, a user generally has some time available after the calling number is dialled or while the incoming call has just arrived."
