Nameian- ST has been sending out a system update for the Proclaim that disabled Foxfi / Wifi Hotspotting abilities in the phone. It kinda sounds like you got that update but not totally. Lol What I mean is when I got the update, I had a big message covering my whole screen saying something like "This software update includes new enhancements for your Samsung Galaxy Proclaim." blahblahblah. On my phone, it was just called "Production Rollout". (Theres a thread just below this one called "system update". I'd advise you to read that.
The weird thing about what you're saying is that it sounds like you were forced to update, and that your update was called battery conservation software. As far as anything I've read about this update, 'battery conservation' wasn't ever mentioned.
Concerning the wifi scanning issue, are you sure it didn't scan that way before the update? My Proclaim has done that weird nonstop scan thing since I got it.
Concerning the Foxfi, as mentioned earlier, ST sent out an update for the Proclaim that disabled hotspotting abilities on the phone. This was against their terms and agreements to begin with. Anyways, Foxfi won't work anymore once you update. Once again, the weird thing is that you keep getting task manager / battery conservation messages. For me, Foxfi just would try to turn on but never would.
I'm sure someone here will tell you why you're getting battery messages issues. In the mean time, download Zoner antivirus and see of it finds anything weird. You probably won't find anything, but it's a good anti-spyware, malware, adware, trojan, etc program to have.
