4GB is the advertised space. First, you have to convert it to usable gb, which brings it to about 3.8 or so. When they advertise GB, it is usually as 4000 MB. Remember, 1GB = 1024 mb, so off the top, your space is already smaller.
After that, the manufacturer needs to partition off storage for the ROM and System Apps. That can take up a LOT of memory. By the time it gets to you, you have 2.05 GB available to you for storage. If it said 4GB, that wouldn't be true.
