Default Mobile AP

I just got a used Galaxy S 4g so I'm not familiar with Mobile AP on this phone. I used this feature on MyTouch 4G without paying the $15. The guys at the T-Mobile store told me you can use it as long as you don't go over the your data limit. But I can't find the Mobile AP option on the Galaxy. Is this option only available on the Galaxy when you pay for it?

I'm not sure about on Galaxy S 4G, but on my original Galaxy S you can find Mobile AP by going to Settings -> Wireless and network. You should not have to pay for it.
