I remember a law passing last year that makes it illegal to do so. You can look up the law on the FCC web page.
I don't agree with the law but, no provider will allow the switch.

The law makes it illegal to flash a device to another carrier without the carriers permission.
It only applies to phones purchased after a certain date and if you get the carriers permission its fine.
Its also in the process of being overturned
