Default Text message vibration

How do I set my phone so it will vibrate when I recieve a text message. Right now if I am using the phone I get a small vibration like the haptic response for the notification, but if the phone is in standby nothing happens.

Press Message Icon
Then Menu
Then scroll down to Vibrate and make sure it is set.
