Surprised Downloaded Apps Keep Making Shortcuts

Any way to turn this feature off? Only happened AFTER upgrading to ICS. I thought maybe it was the default launcher doing it, but Apex Launcher is doing it too, so maybe there's a way to turn it off and I just can't find it?
