Default Usb Terthering, using home wi-fi?

Hello. I have my samsung galaxy s3 on usb tethering mode right now. I turned off my mobile data for now and was wondering if usb tethering still uses up my mobile data or is it going off of my home wi-fi network that I'm connected too at home, on my xbox etc.

My ethernet cable cannot reach my router, which is all the way downstairs so I have no way of using my desktop right now.

Basically I want to use my phone as an 'ethernet cable' for my Desktop, till I get a real one without costing me money. Does usb tethering mode connect to my home wi-fi when it is on usb tethering mode? Therefore not costing me ridiculous amounts of money through my cellular phone provider.
