What's the difference?

What do you mean Google syncing photos.

G+ will sync with your phones gallery and if you turn on instant upload it will keep the new ones also.

Picasa on your PC will manage your gallery folders.

Google+ used up 800mb of mobile data one morning and I don't know why.
I've set it up to upload photos only when on wifi and only when charging hence I don't know what happened?

Phone : Settings : Account : @gmail.com

Here you are presented with a list of things to sync or not sync.
Email, contacts, etc. Photos can be synced here as well. This is different than g+ auto backup.

OPs question is a good one: What is the difference?

Where are they stored? How are they managed?
