Default Bad pictures inside

All my inside pictures are blurry. Outside pictures come out great. Any advice? Thanks!

Edit to add: I put an example as my avatar of the blurriness I get on inside pics. And that's one of the best ones, most are worse than that.

Do you make sure to hold the phone steady even after "shutter" sound is heard? The phone usually doesn't actually take the picture until AFTER the shutter sound.

Yep. I've even tried taking pictures in burst mode, they all turn out blurry.

And it's only inside. Outside pictures look great. I can see the individual hairs on people's heads, I can see individual blades of grass, etc. But inside, everything is horrible. People, objects, etc.

I've tried flash on, flash off, sports mode, face mode, etc.

Outside:

Very strange. I do believe it has to do with a still hand. Why not try placing a phone on a stationary object and shooting a picture of a stationary object (inside) to see if this makes a difference.

This was taken outside with both of us moving:

Inside, I've tried even putting my elbows on a table or bracing the camera on my knee, I still get blurry photos. (And what good is a camera phone if you need a tripod to use it?)

My husband has an S3 (rooted, I think he uses CyanogenMod), his photos turn out fine. Note: My S4 is NOT rooted.

My old HTC Thunderbolt took better pictures than my S4 is taking.

I just tried taking a picture inside which came out blurry and I moved the phone as soon as I heard the shutter sound. It has to do with lower brightness than outside. Have you tried manual-focus by tapping on the screen?

Also try pressing menu with camera open then select "edit quick settings" and then select "reset" to return camera settings to factory.

You can also change settings by selecting "settings".

Have you tried the "anti-shake" feature?
