Why does the US always seem to be the last country to get these things?

The US models are minority variants of the worldwide, International, S4 versions, see 18 Galaxy S4 models - know yours?. They are also carrier branded which means that the firmware goes to the carriers from Samsung for them to add their bloatware and then have to be returned to Samsung when this has been done for release.

So they don't have carriers in other countries then?

I don't know where you got that idea from. I didn't say that!

The 2 Android 4.3 firmwares released to-date are 1 each for the 2 worldwide devices, i9505 and i9500, and are both on carrier unbranded firmware which can be released direct from Samsung without waiting for carrier bloatware to be added and returned.

Update

Android 4.3, MJ5, has also been released for unbranded Vietnam, India and Indonesian, International, octa core, GT-i9500, handsets.

I'm half joking when I say that b/c Samsung is a Korean company, they want to take care of their own first.

October has come and gone. Has anyone gotten the promised 4.3 update from AT&T?

I didn't think so.

While we're wondering when Samsung will roll out Android 4.3, HTC has already stated that they'll provide not 4.4 but 4.4 (KitKat) to all HTC phones within 90 days!
HTC: Android 4.4 KitKat coming to the One within 90 days, Google Play edition within 15 days

Nope. No 4.3 here. Still waiting for it. Wish ATT kept their promises.

I feel like I'm in bizarro world being a Verizon customer having the update "available" before... anyone really.

It was released 2 days ago.

However, all OTA updates happen in rollouts.

It could actually he a few weeks before your device gets it

I guess I can wait. It's not like it's much of an update anyway.

I disagree. Trim support should be a worthy upgrade.

I hope.

KK 4.4 should be a more worthy update. It cuts out some of the fat that JB got, not to mention tighter Google integration (although to some, that's a bad thing).
