3G or not depends on how much you'll be using away from wifi. I've got a wifi iPad, it never leaves the house, while my 3G 7.7 goes everywhere with me. I could tether to my phone, I've got unlimited data with Three here in the UK, but it's a pain because I use the 7.7 a lot. As such, I'm glad I got a 3G, and I buy 3gb/3months pay as you go sims off Amazon for £10. So for £40 a year I get 12gb of data via Three, peanuts in the scheme of things, and saves me the hassle of tethering and killing my phone battery. If I want to stream something data heavy like Sky Go I tether to my phone.
Again, entirely depends on how much you use it away from wifi. If it was only rarely, I wouldn't bother with a 3G one, but I use my 7.7 more than phone these days. Now it's got ICS, uuurgh, it's more awesome than ever.
