How to get Victory 4G activated?

Hello guys,

I have a problem with WIFI that refused turned ON and I assume this problem from uncompleted Activation process.FYI,I live in outside of US.
Anyone knows how to activate or enter Connection Optimizer so i can turn on WIFI? Everytime i tap it always force closed.

Have you modified the file system in any way?

No.
This is stock ROM and unrooted.
My problem is wifi refused to turn ON.
I try to enter Connection Optimizer settings but it always force closed and pop-up "Unfortunately,com.android.phone stopped".
And my batt life is horrible!

Just 3 hours with data ON and got to find power source again.How 'bout yours?
Any bugs on official Jelly Bean build LJ1?
