Can I add a shortcut in waiting mode to section in settings, for example "Use packet data" in Mobile network settings, and how?

Press and hold on home screen and menu will pop up.
Select widget from that menu.
Another menu will pop up and then select power control from that
You are done

See this is blank screen

Press and hold on screen then this will appear

Select widget then this will appear then select power control as in the list

Then at last the widget will appear in this way.
Now you can turn on or off anything.

I've add the panel, but in this panel I can't see the icon 3G. There are only 5 icons. What about 3G?
