In your scenario you should be able to switch the numbers. If you terminate line 1 as it is now, line 2 becomes the primary number any way. Line 1 has fulfilled the contract obligation, but line 2 hasn't so that's all they can really do is hold you to the contract on line 2.
You're in a good position to try to get something extra from retentions though so don't forget that.
