The rumor of a Google phone has been denied by Google. And, to be honest it makes no sense since Google just signed a multi year contract with Verizon. That's the main reason everyone says there is no Google Phone. It would be ineffective for Google to develop a Google Phone only to compete with itself.

I could see them creating a Google Phone several years from now, but to be honest I don't see it happening anytime soon. That's a HUGE undertaking.
Current BlackBerry and iPhone User. Future Android Owner.
