Default Galaxy S4 major PROBLEM

Hello. Two days ago I tried installing a custom rom and it sat at the downloading screen for more than a hour so I held the home power down button and restarted it. Now everytime I try to open the home up power menu it pulls up the downloading screen with the green android guy. I don't know how to fix it so I can use my regular menu and reset my device. By the way I'm on my galaxy s4 SGH-1337 4.3 JELLYBEAN. please help and feel free to ask any question you need.

You can't flash a ROM to 4.3, the bootloader is locked. Bring the phone to the Samsung guys at Best Buy and see if they can help you.

Hold volume UP (not down), home and power button. This will take you to android recovery and you can wipe date/ factory reset from there.
