I don't think it can as the G1 doesn't have Wifi capabilities...if it does, you should be able to root the phone and then download a "Wifi Tether" app such as "Wifi Tether" or "Barnacle Tether" and you will be all set! If there is no wifi capabilities, you will need to open the phone and add a wifi chip in which is very difficult.
EDIT: I don't own a G1 besides the one I just got for my dad and saw your thread so I thought I'd comment. But I do know that with any Android phone, or any phone for that matter, for wifi hotspot to work, you need to have wifi on the phone. You could also USB tether with an app such as "PDaNet" or "EasyTether" which will provide basic "free" (free only for sites that are not "https" such as a login page for Facebook, etc.)
