It should activate pretty quickly, in a matter of minutes. If you still aren't activated, then you need to call. When you call, assuming you are wanting the $30 plan, make sure they know that you want the $30 "Walmart plan", that you tried to activate online and it failed. There are two different $30 prepaid plans and, if you don't specify, they default to putting you on a 1500 minute plan that has no data.
In my case, the total process took half an hour or so. Since the $30 plan is "online only", the tech had to have a supervisor activate that plan for me. So I wouldn't have to wait on the call, she had the supervisor handle the activation and called me back.
After they activate your phone (and they give you a new number) have them transfer you to a representative who can port your number for you. Porting your number may take about a day to complete, your phone will be usable (using the new number) while they are transferring your old number.
