Well my area is not 4G yet (fingers crossed), but I would like to know instantly when it happens. Does leaving 4G toggled on, in a non 4G area, affect battery much? Does it stop trying to scan if no signal is found?

Trust me you want to leave it off you aren't either using it or in a 4G market. It will suck down battery looking for a signal.

Leave it off, the Evo eats battery searching for a 4g signal.

Leave it off when not in use. Just like WiFi or Bluetooth
