I hope I can help. I'm a new user myself, but I think I have a solution.

On your Windows PC, download and install KIES. It's software made by Samsung.
I think the address is samsung.com/kies.

After it's installed, plug in your Galaxy Tab 2, and it should show up automatically. You can use Windows Explorer to copy/paste files.

The software is slow. It takes time for a PC to respond, but it works on USB so no need for wifi.

There's a wifi version of KIES if you wish.

I don't know how to sync a Note and Tab 2, but I do know you can sync between the Tab 2 and a PC (and note) easily by using Google Accounts. All you need to do is create a Samsung account, Google account, and sync.
