Help Android 7.0 empty photo folders

Empty photo files in Android 7.0?

Since my Nexus 5X was upgraded to Android 7.0, I have noticed in the DCIM\Camera folder that every photo I take is accompanied by a similarly named EMPTY folder. So folder IMG_20161019_150443 is empty but there is a corresponding IMG_20161019_150443.jpg in the \Camera folder!

Deleting the corresponding .jpg file DOES NOT delete the paired folder (at least immediately).

Is anyone else experiencing this?

I posted this also on another Android forum and someone with a Nexus 5X who says they had the problem but it has gone away. They say they are on Android 7.1.1. I am on 7.0, so maybe the Android update fixes this. Unsure if 7.1.1 will be released to the field or how this person got it.
