Help Android Pay - Account Action Required

I've just got the Samsung Galaxy S7 and I've installed the new Android Pay app, but when I run it I get the following error message;

"To use Android Pay, action is needed on your Google Account. Check your device notifications for more info"

But when I click "OK" (which is the only option) it goes back to the App drawer and there are no notifications, so I have no idea what needs to be changed or updated. The only thing I can think of it that my Google account is an Apps for Business account?

I believe you need to go to the play store settings and add a credit card for that to function. You add money to the account to use towards purchasing

I already had a PayPal account added to my Google account, I've now added a Credit card but I am getting the same error. Do I need to leave it for some time to replicate or should it be instant?
