Android sdk-manager interseting problem

i am new to android platform but i feel very Bizzare when i download android SDK.
But it when it ask about android SDK Manager i am confused on installation..

2).Can it possible to install android SDK manger component offline ...because my internet connection is slow .So when it dissconnect i lost all file..

what exactly are you trying to do? check this guide out:http://androidforums.com/faqs/443072-adb-guide-updated-12-05-2011-a.html. there is a mini sdk that you can use for most things.
