Anyway to "push" a webpage to WiFi clients?

So, I had an idea the other day.
I have my Ally rooted, and have WiFi tether on it.
Is there anyway that I could "push" a file or webpage to anyone connected to my phone?

Here's a scenario for you:
When I go to places where there is no WiFi, I sometimes like to take the password off and share the internet. I monitor the activity, so if there's a lot going on, I'll either kick the offending connection, or just turn off my WiFi.

I would like to push a "rules" type webpage or file, basically like "In return for me allowing you on the internet, please don't do this, this, and this." Or even push a file of some sort.

Any way this could be possible?
