    PhoneMyPC - $10.00
    and
    LogMeIn Ignition - $40.00/yr

TeamViewer - Free for personal use, claims that they are working on an Android client, but have given no date for release.

Homepipe. Free. Lets you access your files on home computers, only have to install homepipe on the host computer. Will let you stream music as well. Also download files to your phone from your computer.

Amazing app, use it all the time.

If your computer is on wifi, then ES File Explorer will also allow you access to any shared drives/files (without running software on the host computer).

If all you want is to "access files", logmein/phonemypc is NOT the solution.

If you just need a simple "remote touchpad" (with simple keyboard control) to control your mouse, Droid PhoneControl could be also an option.

Hmm, a "straight question" from the OP would help as "access" is quite vague and can be interpreted both ways (if not more than that).
