Help Application Data is Low

I have an HTC Incredible and I keep getting "Application Data is Low" on my phone.
Anyone know why this icon keeps appearing? I've done a master reset many of time and it's only a temporary fix. I have plenty of space left and I have deleted pretty much all my apps I had on my phone.
I wanted to know if anyone else was having the same problem so often??

Verizon keeps sending me replacement phones but it's obviously not fixing the problem!!

It's is an app that you would have downloaded. I have had the same problem with HBO Go and some weather apps. Also fixed my issue before by logging onto my gmail via computer and deleting the trash. try one of those
