Help Audio out of synch with video

Since my phone upgraded to Ice Cream Sandwich last summer, sometimes when I shoot video, the audio and video are out of synch. Does anyone know what I can do to fix this?

I saw a youtube video that showed how this could be fixed using Garage Band, but I've had no luck with that. When I play the video through VLC, however, there is no problem, but I don't think VLC can export video.

So what should I do?
