bill to account payment option please help!

    My phone will not give me the "bill to account" option when you purchase an application through the android market... if you go to settings > applications > manage applications > market... mine says version 1620... t-mobile says that it needs to be version 1660 or higher to be able to do the bill to account... for some reason my phone did not get the update... how do I get it
