Help Boost Account Suspended, Now GV wont Make/Receive calls but receive Voicemails

I am using the ZTE WARP with Boost Mobile... I let my account balance run out on Boost because of switching Providers, My new providers phone arrives in the mail in a few days! However, Since i got suspended for non Payment, and took this phone off that account, i now cannot MAKE OR RECEIVE CALLS with Google Voice on WIFI...

I get the Google Voice Lady asking if i would like to make COLLECT Calls to a mobile or Landline?

Why the change? Can you only make FREE Calls while its on an active Service Plan? I can receive voicemails via google voice, but it wont let me answer them, or call them back.

google voice for android doesn't allow calls over wifi, unless you use a third party app like Groove IP or Sip Droid... otherwise google voice uses your plan minutes to make calls.
