Help Calendar items syn but won't update

Exchange 2003 corporate sync, DInc 2, Android 2.3.4 HTC Sense 2.1

I can repeat the issue at will, hoping someone has a solution.

Enter calendar item in Outlook - it appears on phone
Edit calendar item in Outlook - edit does not appear on phone
Edit calendar item on phone - previous edit is lost, most recent edit appears in Outlook

Have tried removing and adding the Exchange profile on the phone, same issues.

Other Android users in the environment using built in calendar client and those with popular TouchDown app do not have this problem. Most other users are not HTC handsets, have not tested another HTC.

Any thoughts on why Outlook edits are not syncing properly? I am also the Exchange admin so any suggestions on the issue being on that end are also appreciated.
