Can I move GPS to homepage?

It's called the notification bar, in case you want to ask anything else in future ;)

Try putting a shortcut on your home screen:

Long press an empty space on the home screen
Select 'Apps and widgets'
Select widgets tab/section at the top
Browse until you get to 'Settings Shortcut'
Press and hold the setting shortcut, dragging it onto your homescreen
A list will show, select 'Location Services'

The above works on Samsung Galaxy phones running the stock ROM, so it depends what phone/ROM you're using. Feel free to ask any other questions and I'll try help

I like that. Sure you can call it the pull-down notification bar, but "drape window" is perfectly descriptive in a creative way that's fun ... fun is good.

I'd like to see an app that modifies the drape window/notification bar into a roll-up/down shade that when flipped up, will snap and roll several times with sound like in the old Laurel and Hardy movies.

You might consider GPS Notification in the Play Store.
