Help Can I turn off the "cell wireless" with out turning off wifi and bluetooth?

I have an extra phone now. The old one blew a speaker. I want to turn it into basically a mini tablet. i.e. it has no cell service only wifi and bluetooth because the cell service is draining the battery. Is there a way to turn off the cell part, not using airplane mode. When I click airplane mode it turns all wireless off. It does let you turn wifi back on, but not bluetooth, and the wifi turns off after a couple hours automatically.

If you are on stock you have to go to Settings->Wireless->Mobile Network->Data Enabled and uncheck Data enabled. You can also get apps that will place a toggle on your homepage
