Can't open cl.exct.net pages.

I've noticed more and more links that start with cl.exct.net. However, my Galaxy Note won't open ANYTHING that starts with that address. I go to my desktop pc and they open. Why won't they open on my phone? This is very frustrating. What can I do? I've tried several browsers and nothing will work. I just get the "Page not available" error. Help!
