Okay I have the same issue with my replacement cat, it is enabled as GSM world phone only until you change it. It's not easy to change due to CAT having the easy to way to get to the Phone Info menu disabled ( *#*#4636#*#* )

Here is what you need to do:

Download this app,

https://play.google.com/store/apps/details?id=org.freespirit.hms&hl=en

Scroll all the way down,
tap testing... A new menu will appear

Hit Phone Information then go to "Set preferred network type and choose GSM/LTE/WCDMA

Then hit the home key and go to Settings-->more-->cellular networks -->changed preferred network type to 2g/3g/lte

This should work for you.

Hmm Okay, where are you located at? On your box on a sticker it will show the bands your phone supports. Make sure you received the correct model? Also you could try to change the APN settings for your carrier. You would need to google what they should be.

If the APN settings do not work it sounds like the phone has the wrong bands for your network, this could be CAT's fault for sending you the wrong one, and so far with the customer service I have had I would not be surprised.
