Change android setting from PC or script?

Hello all, I'm new to Android and have a question.

I have an android phone and need to be able to change the default launcher but I don't have access to the settings to do that. I can not go to settings, then Applications, then Manage application, etc...

The launcher that is used has me locked out of the settings. Anyway is there a way to reset the settings with a script or anything like that?
