How about if you long press in a text input box, for example SMS or email... then select Input Method from the pop up and on my phone I then get the option for Chinese Keyboard.

Does this give you what you need?

Basically what rosered suggested. You have to tap on the message box (when typing a text message for example).

In the settings for locale and text, make sure you have the Chinese keyboard checked first and foremost. Then you can change the input way you want (like pinyin, stroke, handwriting, etc.) and there's also the option to make it Traditional Chinese which I personally prefer.
