Help Contacts list via "send mail" voice command

In the HD7 MemoPad (Android 4.2), launch email composer, click the "contacts" icon, and the list appears. Select a contact and that name/email address is propagated into the TO field, just as it should be.

Summon "send email" via voice command ("OK Google, send mail") and touch PICK AN ADDRESS and the contact list appears...

However, touch a contact and the display reverts to "pick an address."

In other words, the voice command interface can bring up the contacts list, but a contact cannot be chosen - either by speaking the contact name or using the "pick an address" touch screen.

The default email client is configured for a POP3 account. Is it possible that the voice interface works only with a GMail account?
