looked around and couldnt find an answer. they seem the same to me
With the bootloader locked, theres not going to be much separating a ROM and a theme. A ROM may have some programs removed, but since it can't have a custom kernal, there's really only so much one can do.
With a phone like the D1, themes and ROMs are very different.
what would be the difference if the bootloader wasnt locked?
You could virtually rewrite the entire OS and themes just change how the UI looks. Like the color scheme the fonts etc
