    How can you edit the power control widget so it has a toggle for 3g?

    I can't find any options for it.

    I saw this widget and was told it was the stock power control one...

    I think that's for Desire HD with new sense. In the mean time, I just use the HTC control widgets, there's one for mobile network.

    There is a power widget in the market that works for personalizing switches. The free version has a nag spam message in the notification bar, but the app worked so well for me that I bought the paid version. It has many changeable switches, but I don't think that 3G is one of them however.
