One of the things many people don't realize is how interconnected some of the services are on Android. If one gets deleted, some very important functions cease to work. First, as long as the phone works other than connection, if you have any important data stored on the phone, back it up so you don't lose it.
I am going to assume you have the Optimus V from Virgin. If you have a different version this may not work, in which case you should let us know the exact phone model.
1. Turn off your LG Optimus V.
2. Press and hold the following keys for over 5 seconds: Down volume key + Home
+ Power
3. When the power turns on, release these keys.
This should return the phone to Factory Conditions and you should be able to re-setup the phone. Be advised you data and apps will be wiped, but as long as you backed up the data and sync the phone on the same gmail account, you can reinstall the apps.
