Help EVO only charges while powered off

Does anyone know of a way to fix this? my EVO will only charge if powered off. if powered up, device detects charger for only a few seconds then stops charging. When powered off, battery charges just fine. This behavior is while using wall charger. When i plugged in my cell phone with USB to pc and selected mount drive the charger appears to charge just fine. i thought that when it was set to 'charge only' it would behave the same way as the wall charger situation. I dont want to risk losing charger (finally charging) so i'm not going to test if i can again recreate the problem on the PC.
