Help Evo sending and receiving message problems

I have read a ton of forums about this issue and I cannot fix the problem. I can receive regular texts but I cannot send picture messages or emails. The message appears in the status bar as generic network problems for sending and receiving. I don't know what the problem is or if i downloaded something or what but its very annoying. If anyone has any help please contact me. I have an HTC evo

that's one of the more recent threads on this issue. has some good suggestions.

what have you tried?

clear data etc in manage apps?
reboot?
factory reset?
