Not true, the HTC Hero phones have it.

The rest of us are supposed to get it officially from Adobe sometime in (early?) 2010.

Android is based on Java, but there is no browser plugin for it AFAIK.

Well, I've gone to websites saying that I needed Java to use the website, and when I tried to download it, I was unable.

Yeah websites use a plugin to start the Java runtime when you are on a PC/Mac. Android, while based off of a slimmed down version of Java, has no such plugin in any browser nor the full Java runtime needed for the website to connect to.
