I currently have Fring, but have no way to test if I can make free international calls when only logged on with Wi-fi.

I will be in Europe and want to have an app where I can log onto a free Wifi network and call a cellular phone/land line in the US. Is this possible? Can you do this with fring? or do I need another application.

Moved thread to Android Applications forum for better coverage.

I don't think you can use Fring on it's own but you can link a Skype account to it in order to use Skype call-out credit to make calls over Wi-Fi. You could also use SipDroid but would need a VOIP account. You should also take a look at Truphone which I think is more what you are looking for.
