Help Galaxy S T959 Charging Problems

I have a Galaxy S T959. When the phone is approximately less than 50% charged and I plug in a car or ac charger the the phone starts discharging. I have to turn the phone off to get it to charge. If the battery status is approximately 60% or more charged it will accept a charge while on.

Is there a solution to this issue ????

I think you should try a factory reset

Will I loose apps, unlocked status and rooting ?

Moving to vibrant section.

You will lose all your apps. Unlocked status will stay. Not too sure about root, but it should survive.
